Commissioners and staff also discussed Portland State University (PSU) population estimate issues: staff said they recently received PSU's 2025 estimate and have already submitted a challenge, noting a previous undercount (Portview Apartments) that was corrected in 2024 and that PSU's lower forecast can constrain planning inputs. The exchange flagged the importance of accurate population inputs when translating employment forecasts into service needs like schools.
