Resident Gary Haehn told the council he wanted to fill a ditch and build a retaining wall to make more usable yard because he could not afford a contractor bid he called about $15,000; he said he used thick tin to create a retaining structure and planned to fill and topsoil the area. Haehn said he would do much of the labor himself and invited the city to help install a culvert/tube; he also asked the council to consider allowing the work to proceed.
Mayor Rhonda Taylor said the city had placed a notice on Haehn’s door about using unpermitted building materials and raised concerns that a retaining wall could block a waterway and conflict with state and federal rules; she also stated the area is an easement requiring city access. The council then entered executive session twice for consultation with the city attorney on potential litigation related to drainage at Seneca Circle; minutes show no action was taken following those sessions.
