City administrator Nathan told the council the city faces a higher-than-anticipated USDA project debt service and estimated the shortfall at roughly $200,000. To narrow the gap, staff proposed increasing the water base rate by 10% and raising consumption charges by $1 per tier, effective Nov. 1, 2024, with CPI adjustments beginning Jan. 1, 2025. "The estimate the best estimate that I have so far, that gap...is about $200,000," Nathan said.
