The Amity City Council opened its Oct. 2 meeting by approving the consent agenda, which included budget-versus-actuals and minutes from recent meetings, after members noted a small packet typo and approved the change by motion and voice vote.
During citizen comments, Dawn King told the council she had just sold property and discovered four old utility liens dating to 2005'1006 that she said she had not been notified about. "We were never notified about it at all," King said, adding that one 2006 charge of $271.90 did not show a city file and had blocked the sale until she paid the amounts. Staff member Tasha described the current collection workflow: a final bill, a 30-day window, a second 30-day notice, and then a warning letter before an account is sent to collections and the property owner is notified.
Council discussed the case and recorded a motion and second to approve reimbursement to the property owner. The council voted by voice to reimburse $271.90 for 404 North Street. Mayor (chair) thanked the resident for bringing the matter forward and asked staff to follow up on the paperwork and any refund process. The council also asked staff to review whether the owner‑notification timing could be improved so landlords receive earlier notice when an account is closed and a balance remains outstanding.
