City Administrator Nathan Fark told council the study will install a temporary stream gauge at the Salt Creek bridge, gather flows and environmental data during the six‑month discharge season (Nov. 1–May 31), and develop a conceptual model for a potential new outfall configuration. "This is just the contract with Keller to carry that out," Fark said during his presentation.
Councilors discussed ownership and maintenance of the gauge (staff said the equipment would belong to the city and consultants would perform periodic calibrations), and heard an estimate that ongoing calibration by the consultant could cost roughly $15,000 per year. Staff also said the project cost is approximately $147,000–$150,000 and that most of the expense will fall in the current fiscal year, requiring a budget amendment or reallocation.
A councilor moved to approve the proposed Keller task order and authorize the city administrator to sign the agreement; the motion was seconded and approved by voice vote.
