Board pipeline bill advances; committee readies rules for July effective date

Martin Piccione, the Board of Accountancy executive director, briefed the committee on the scholarship and licensure-pathway bills, saying the measures cleared unanimous committee votes and were scheduled for a Ways and Means work session the following Monday. "We are less than 1 business day away from a work session in ways and means," Piccione said, noting the scholarship bill was moved forward alongside the board's budget.
Piccione told members SB 796 contains an effective clause of July 1, 2025, which shortens standard timelines and lets the board plan to initiate rulemaking promptly: "In senate bill 7 9 6, we have an effective clause very deliberately inserted of a 07/01/2025 effective date." Committee members used that date to coordinate board packet and rule-exposure deadlines, aiming to have draft rules ready for the June 5 board packet and a rule adoption discussion at the September 25 board meeting. The committee agreed to track subsequent floor votes and return to the board with any updates following the Ways and Means work session.
