MLAC hears workers' benefit fund briefing; DCBS acting director introduced
Summary
MLAC members received a 16‑page workers' benefit fund fact sheet and heard that Governor Kotek has appointed Sean O'Day as acting director of the Department of Consumer and Business Services pending confirmation.
Matt West and policy analyst Summer Tucker presented an in‑depth workers' benefit fund (WBF) fact sheet intended to clarify the fund's programs, history and uses. West described the WBF's primary uses — cost‑of‑living increases for permanently disabled workers and survivor benefits — and a number of smaller programs and return‑to‑work efforts funded from WBF receipts. The fact sheet was posted on the MLAC website for members to review.
"The primary use is to provide increases to permanently disabled workers and families of workers who died from workplace injury or disease," West said, and noted the fact sheet provides program history, statutory citations and where to find materials online. He told MLAC the division will provide deeper detail on specific programs if members request it and will keep the material posted on the MLAC website.
The meeting also included breaking news: West announced Governor Kotek's appointment of Sean O'Day as director (acting pending confirmation) of the Department of Consumer and Business Services. O'Day appeared and introduced himself.
"I'm truly honored and excited in this role," O'Day said, adding he has followed the committee's work closely and looks forward to collaborating with MLAC. Members requested impact assessments to accompany any future legislative concepts that would change WBF allocations.
