Sullivan said he felt the matter was tangential to the board’s charge and likened it to a political issue rather than a core licensing function. Supporters said the policy clarifies what agency staff can legally do with immigration-related records and aligns the board with statewide expectations. The board instructed staff to remove the patient-records sentence before final posting.
