The State of Oregon Board of Accountancy voted April 30 to adopt its 2025 rulemaking calendar, including two additional Laws & Rules Committee (LRC) meeting dates—July 17 and August 15—intended to meet timelines for several bills that will require rulemaking.
Martin told the board the calendar aligns with a governor’s office directive that agencies publish consolidated rulemaking plans and that added LRC meetings will help the board prepare rules for implementation of Senate Bill 797, which has an effective date driving an aggressive timeline. "We do need to if you have any chance of implementing... the biggest project in all of this is, substantively speaking, is, of course, the senate bill 797 implementation," Martin said.
Board members discussed sequencing: the pipeline committee will handle a narrow SB 796-related grants package earlier, while the LRC will do heavier rule development on SB 797 with the goal of bringing rules to the full board in September so rules can be in place for a January 1, 2026 effective date. Joe Sullivan moved to approve the calendar with the LRC dates added; the motion passed on a roll-call vote.
