Laws & Rules Committee forwards 2025 rulemaking timeline to Board of Accountancy

The Oregon Board of Accountancy's Laws & Rules Committee voted unanimously April 29 to forward a staff-drafted rulemaking timeline for 2025 to the full board for approval.

Chair Jason Orme opened the Zoom meeting and, after committee discussion of sequencing, Ray Johnson moved that the committee "forward the draft timeline as drafted, the rulemaking timeline calendar for 2025." The motion was seconded on the record (the transcript records the second as "Terry McPherson") and the committee's roll-call vote recorded aye from Jason Orme, Ray Johnson, Sherry McPherson, Beth Spencer and Amanda Fells.

Executive Director Martin Piccione told the committee the rules tied to bill 796 will be developed mainly by the pipeline committee because they do not overlap the board's existing rules chapters and "are essentially solely germane to 7 9 6". He also highlighted a governor's-office transparency expectation: "the May 1 deadline is essentially it's a transparency ask. It is not a set of handcuffs being applied to state agencies," and said staff plan to publish a draft plan on April 30 with a front-page note that the published calendar will be updated monthly.

Members said the timeline format made it easier to see items and sequencing. OSCPA liaison Megan Kurz called the bucketed presentation helpful in seeing a timeline of tasks. After the vote, the chair said the committee's recommendation will go to the board at its April 30 meeting so the board can meet the May 1 publication expectation.
