Planning staff described a yearlong outreach process that produced an inventory, level‑of‑service analysis, and a capital improvement program. "The consultant did a phenomenal job," planning official Carla told the commission; staff said the plan identifies park deserts, target amenities and implementation actions including a 10‑year capital list and a proposal for an ongoing parks advisory committee.
Several residents—including Jonathan Talman and Randy Baker—asked about documents they said referenced a proposed RV park in past conversations and questioned whether any staff conflicts should be disclosed. Planning official Carla and other staff repeatedly stated there is no RV park proposed in the parks master plan and that no conflict of interest related to the chair had been identified in the record. "There is no RV park that is proposed as a city park in the parks master plan," Carla said. The commission asked staff to incorporate minor edits and move the plan to the council and the Boardman Park and Recreation District for joint hearing in January.
The vote sends the plan to the city council for a final hearing with the district; staff will continue photo credits, data verification, and a narrowed executive summary ahead of circulating materials for public comment.
