Planning staff described the change as a trade: one park area will become residential lots while the owner dedicates an easement for the pedestrian path and future road access. Staff recommended approval on the basis that the modification improves neighborhood connectivity and fulfills a Safe Routes to School objective while leaving overall park and transportation goals intact. "The request in front of you tonight is to approve a major modification to the River Ridge subdivision… to combine the two parks, create a walking path that would connect to the adjoining property, and establish future road connections," staff said.
Neighbors asked about fence heights, interim uses and security; staff noted lot configuration and fences are addressed at the time of phase permitting and encouraged residents to meet with planning staff. The commission found the trade‑off acceptable, citing the pedestrian safety benefit and the developer’s authorization letter to make the change, and voted to approve the modification as presented.
