Council held three executive sessions under the Kansas Open Meetings Act to conduct non‑elected personnel evaluations before voting on pay. The sessions began at 7:30 p.m., 7:45 p.m., and 7:57 p.m. and were limited to the mayor and council (first session) and later included the maintenance operator and city clerk for their respective evaluations, according to meeting minutes. The approved salary changes were recorded immediately after the final return to open session.
