Presenters said the dash-2 fixes a drafting tension about how time-loss payments that straddle the July 1 wage-rate increase are calculated and clarifies that adjustments apply only to injuries with a date of injury on or after 2027-01-01. "This amendment makes the bill implementable from the insurer's perspective," one stakeholder said, calling the change technical and noting broad stakeholder engagement.
Committee members acknowledged the months of subcommittee work and stakeholder collaboration that produced the draft; a motion to support the bill as amended passed with committee assent. Co-chairs said MLAC will provide follow-up as needed and that legislative oversight language and reporting expectations remain part of the legislative conversation.
The committee also noted that the dash-2 preserves a minimum payment rule for permanent total disability and clarifies cross-references in the statutory sections discussed by presenters.
