Boardman signs contract to pilot moderate-income revolving loan fund; consultant to join December meeting

Moderator told the committee the Missing Middle Housing Fund signed a contract with the city to implement a moderate‑income revolving loan fund pilot and that a consultant, Stephen (also spelled Steven) Brooks of Community Innovation Partners, will attend the next meeting to explain how the program will work.
"Today, 1 hour ago, we signed a contract with your city, to actually implement the moderate income revolving loan fund program," the Moderator said. The Moderator added that Boardman and Coos Bay will be the first two cities in the state to set up the processes to access the state-launched tool.
The transcript indicates the program is new and not yet used by any Oregon cities. The Moderator said the Missing Middle Housing Fund hired Brooks to help smaller cities access the state's program because smaller cities often lack capacity to draft required ordinances and legal agreements.
The committee scheduled Brooks to appear at the December meeting; no funding details beyond the committee's $5,000 allocation toward the pilot were finalized at this session.
