Council hears Recycling Modernization Act rollout; $8/month curbside fee proposed

Kevin Maricle, district manager for Sanitary Disposal, gave a detailed presentation on Oregon's Recycling Modernization Act (RMA) and the planned curbside recycling rollout for Boardman. He described the change in funding from ratepayers to packaging producers and the goal of consistent, statewide "recycle right" rules. Maricle said the new program "officially began on July 1" but noted implementation is phased as infrastructure and funding are delivered.
On implementation specifics, Maricle said the city will provide every residential customer with a blue cart as part of an every-other-week curbside program priced at about $8 per month for residential service; glass will be separated at depots. He told council the PRO has paid for trucks, carts and outreach materials and that the city will bring a rate/ordinance to council for formal approval before rollout; he estimated trucks and carts could arrive in early Q2 next year, with a potential April start. Laurie Gordon (DEQ) clarified the rules: "No one's gonna force you to recycle," she said, while explaining communities must offer the opportunity to recycle and that recycling fees are integrated into service rates.
