Nichols said the applicant must obtain utility locates, a public-works permit, and either replant approved species or pay an in-lieu fee prior to removal.
Council members asked clarifying questions about the fee; staff corrected an initial statement and confirmed the in-lieu fee is $150 per tree (not $750). With conditions placed on the permit application and the in-lieu payment or replanting required before removal, the council moved and unanimously approved the request.
