Bandon planning director Dana Nichols told the council the city is newly eligible for Community Development Block Grant funding after “some recent data shows that 52.7% of Bandon's population has low or moderate income.” Nichols said the city is proposing to apply for up to $1,500,000 to rehabilitate the Barn Community Center, with no local match required.
Nichols outlined possible project elements including siding and roof replacement, HVAC work and contingency for engineering changes, interior upgrades such as luxury vinyl plank flooring, ADA improvements, audio-visual equipment for remote meetings, bathroom remodels and parking-lot resurfacing. “The grant does allow for a small amount of grant management, labor standards, and environmental review,” Nichols said. The mayor read the required public notice into the record before the council opened the hearing and then voted to authorize staff to file the application. The motion to apply was moved and seconded and passed unanimously.
Why it matters: If funded, the project could pay for multiple building upgrades without a required local match. City staff noted the grant window likely opens July 1 and closes in September; if ineligible this round, the city can reapply the following spring.
