During Q&A commissioners probed whether the county's inventory sites near Stanford and the Pleasant Hills Golf Course could be affected by annexation and whether the county would still receive RHNA credit if a city annexed those properties. Chair Rausser asked whether the Stanford inventory sites were related to any Stanford General Use Permit application; staff replied the inventory sites are county-designated for RHNA purposes and are separate from any Stanford GUP application.
On Pleasant Hills, staff said the developer submitted an application to the City of San Jose and had withdrawn processing from the county; the county is not aware of a city-initiated annexation at the county level and recommended commissioners consult San Jose's site portal for status. Staff explained that transfer agreements with cities are the ideal arrangement when county-identified properties are annexed: "That's an agreement where if they're going to annex in, they would give the county RHNA for that annexation," a staff member said, noting the complexity of LAFCO and annexation procedures.
Commissioners asked staff to clarify scenarios under which HCD credit could shift between jurisdictions and requested follow-up, including possible coordination with the Office of Supportive Housing and San Jose staff.
