Commissioners press staff on permit counts vs. completed, occupied housing

Commissioner Cohen asked county planning staff whether the materials show how many units are actually built and occupied versus those only with building permits. "Does it tell us anywhere, like, how many units have been built and how many people we've housed and occupied over that period of time?" Cohen asked.
Sami Gutierrez answered that HCD credit is given for building permit issuance and that the APR submitted in April reflects permit counts; she said final occupancy and household counts are not part of the HCD APR submission and are tracked separately by county staff. "It's not a part of the tracking when we submit to HCD," Gutierrez said, adding that the department internally monitors final occupancy when final occupancy certificates are issued but does not routinely report that number in the APR.
In her presentation staff had reported that 77 housing units had received building permit issuance and that the county was projecting roughly 600 units counted toward RHNA credit so far, based on permit issuance and projected amendments to the APR for ADU methodology. Commissioners asked staff to provide follow-up information and consider an annual summary showing permit-to-completion conversion.
