Council signs intergovernmental agreement with Lane Council of Governments for outside legal services

City staff asked the council to enter an intergovernmental agreement with the Lane Council of Governments to provide outside legal assistance in cases where the city attorney has a conflict of interest.
Planning director Dana Nichols told the council the Lane Council of Governments already provides GIS and planning services to the city and that their legal-services billable rate in the draft agreement was listed at $100 an hour. "Their billable rate is only a $100 an hour," Nichols said, recommending the council sign the agreement while the rate remains available.
Councilors asked whether dues or other costs applied; staff confirmed the city already pays dues to the council of governments. A motion to adopt the intergovernmental agreement was moved, seconded and carried unanimously.
The city manager will execute the agreement; staff will coordinate use of the Lane COG legal resource when the city attorney must recuse from matters or when outside review is needed.
