"Before any sort of expenditures occur, this item comes back to the city council," Planning Director Dana Nichols said, urging that adoption be understood as a conceptual endorsement that can be used when pursuing grant funding. Nichols noted the plan includes traffic analysis and truck turning radii and that inclusion of private-property elements does not imply condemnation or acquisition.
Councilors debated whether adopting a concept could be misread later and whether the plan would lock the city into specific designs. One councilor said adoption helps the city pursue grants since many funders ask to see an adopted plan, while another cautioned that the council has decades of plans that never led to projects and that adoption should not be interpreted as a commitment to immediate implementation.
After discussion the council moved and adopted Resolution 25-01; staff will return to council with any project-specific engineering, funding requests, or implementation steps if and when components are pursued.
