The council also authorized the mayor to sign the Statement of Assurances and Certifications, the Residential Anti-displacement and Relocation Assistance Plan, the Environmental Determination of Level of Review, the HUD Applicant/Recipient Disclosure Report, and a letter committing matching funds. The council authorized the mayor to execute a contract, contingent on grant award, with Western Consultants dba GAS for CDBG grant administration; that motion carried 4-0.

The packet presented to the council included the engineer's recommendation for a $5,500 annual maintenance contribution; the resolution adopted mirrors that recommendation.
