A presenter explained that the state water plan application is a short form and that DNR will decide in November whether to include the project. Miller said the listing stays on the state water plan for two years, which preserves eligibility for SRF application when the SRF window opens Jan. 1. Staff highlighted the need to publish a public notice with the dollar amount and hold a public hearing for the funding application.
Council scheduling options were discussed: staff suggested potential public hearing dates of Nov. 5 or Nov. 19 to meet DNR and SRF timing constraints. Miller and staff agreed staff can submit an application that overestimates project cost and amend later if needed, and they noted that the CDBG process has different timelines.
