Consultant explains CIPP lining, point repairs and citywide televising to assess sewer condition

Banner Associates engineer Tanya Miller told the council that the rescoped work relies on cured-in-place pipe (CIPP) lining in alley segments and televising the sewer system to determine whether point repairs or open cut replacement are necessary.
"We determined that if we still cleaned and lined the [sewers] as was originally planned and then did CIPP lining instead of open cuts," Miller said, describing the approach of inserting a new pipe inside the existing pipe. She explained that CIPP is cost-effective where there is no water main in alleys and that televising will reveal defects that may require point repairs.
Miller explained point repairs are used when holes or many joint offsets make lining ineffective: "...the more common approach... is they call it a point repair. It's just basically a small dig...you dig down to the sewer at that location...insert a plastic PVC pipe with 2 couplings, and then lining through that." The consultant said the citywide televising will also allow planners to prioritize the worst segments and consider phasing work across multiple smaller projects.
