Alcester to seek state water plan listing for roughly $4 million in water and sewer work

Alcester City Council consultants said the city will request inclusion of roughly $4,000,000 in water and sewer improvements on the state water plan so the city can pursue state revolving fund (SRF) and Community Development Block Grant (CDBG) funding.
"We're going to request to get on the state water plan application for probably about 4,000,000 in improvements," said Tanya Miller of Banner Associates, who outlined the project background and next steps. Miller said the figure is a working estimate that the city can rescope after CDBG award notices in December.
Miller described a rescoped project that would replace a deteriorated 4-inch cast-iron water main on Offstead Street from 1st to 6th and use cured-in-place pipe (CIPP) lining for alleys where there is no water main. She said a Clean Water SRF award of $1,000,530 is already part of the funding picture and that additional grant or loan funds will be sought.
Staff and consultants discussed the timing: DNR reviews the state water plan submissions in November, the plan listing remains active for two years, and SRF funding windows generally begin Jan. 1. Miller said staff will submit a state water plan application now and adjust the requested amount after the CDBG decision.
