Several capital projects were highlighted: roof repairs for the garage/shop, storm drain and curb work downtown, chip-seal planning for next year and an aim to repair a large chunk of 1st Street from Iowa to Broad, and equipment purchases funded by second-penny revenues (mowers and a fryer for the clubhouse). For wastewater, staff said the wastewater treatment facility accounts for a large portion of sewer fund costs and described a Phase 1 project with an estimated cost of $1,400,000.
During discussion, council members pressed for clarity on who pays upfront for new water meter installations outside the legal city limits; staff responded that the city pays upfront and is reimbursed via an established surcharge. After discussion a motion to approve the first reading was made and approved by voice vote.
