Board appoints directors to Rico Cemetery District; district seeks boundary cleanup and long-term stewardship

A community representative updated the board on efforts to stabilize and improve the Rico (Valley Rico) Cemetery District and asked the commissioners to fill vacant director seats. The presenter said the district has done cleanup work, repaired fences, removed hazardous trees and created an online gravesite inventory to enable public contributions and historical notes.
"So the actual transfer of property from the forest service to us will take an act of congress to approve," the cemetery representative said, noting a likely multi-year horizon for any federal land transfer. The representative asked the board to appoint three directors; commissioners discussed statutory six-year staggered terms and whether appointments or elections should be used for vacancies.
The board moved and approved appointments: Genevieve (two-year term), Mary Hagan (four-year term) and Erin Johnson (six-year term) to the Rico Cemetery District. Commissioners and staff also discussed using a memorandum of understanding between the nonprofit association and the cemetery district to clarify day-to-day responsibilities and to update bylaws and meeting schedules.
The cemetery presenter asked the board for occasional annual reports from the district. Commissioners did not appropriate new county funding at the meeting, and the presenter said donation levels have been modest to date; the group plans community outreach and volunteer engagement to expand support.
