Vermont Agency of Transportation (VTRANS) staff and Gill Engineering told the Selectboard on July 7 that two undersized culverts under Route 100 are causing roadway flooding and need replacement.
Mahendra Thilliyar, VTRAN Project Manager, and Gill Engineering design staff (Amy Spera and Caitlin Burner) said the replacements would be precast box culverts with larger hydraulic openings. Burner explained construction steps—excavation, removal, placement of precast pieces, backfill, channel work and final repaving—and said the work is planned for the 2026 construction season. The meeting packet included maps showing locations and existing culvert sizes.
Because full replacement requires closing Route 100 for the work, the project team said the signed detour would be 17 miles long; they discussed two shorter local bypasses for local traffic and compared a single 60–70 day closure with two separate closures of 4–6 weeks. The team recommended two separate summer closures to reduce impacts on emergency services and school traffic. The board and project team also discussed how increased local traffic during closures could accelerate wear on town roads and noted state-signed closures will include compensation for road usage.
