Public commenter asks board to authorize forensic audit of foundation, requests residency enforcement

During the public comment portion of the meeting, a speaker who identified she was submitting materials on behalf of affected families asked the board to take two actions: (1) authorize a forensic audit of the Kansas City Kansas School Foundation for Excellence and the revised memorandum of understanding (MOU) between the foundation and the district; and (2) reinstate and enforce residency requirements for senior leadership and covered positions.

The commenter asserted the revised MOU commits significant district resources — payroll, benefits, facilities and staff supervision — to a single nonprofit and argued that the reorganization and reimbursement structure elevate financial and governance risk. The speaker said prior notices to the district had not produced corrective action and added that affected immigrant students have experienced harassment and physical violence, alleging violations of federal civil‑rights laws including Title VI and the Equal Protection Clause. "This request is based on documented governance and compliance risk indicators, not speculation or personal allegations," the commenter told the board.

Board President Lopez thanked the speaker and said administrative leadership would follow up; the meeting record shows the speaker provided written English and Spanish materials for the board record. The public comment was time-limited and concluded with distribution of the written submission to the clerk.
