Alcester adopts 2024 pre-disaster mitigation plan to preserve FEMA grant eligibility

The council voted to adopt Resolution 2024-17, formally supporting Union County's updated 2024 pre-disaster mitigation plan so the community remains eligible for competitive Federal Emergency Management Agency (FEMA) hazard-mitigation grants. The presenter explained the plan updates were prepared with input from county and local communities and submitted to FEMA for final approval pending local adoption.

The presenter said, "The pre disaster mitigation plans are required to be updated every 5 years by the Federal Emergency Management Agency, FEMA, in order for communities to be eligible to receive competitive grant fundings for hazard mitigation projects." Council members asked how the plan would apply locally and whether joining the National Flood Insurance Program (NFIP) or adopting a flood-damage prevention ordinance would be needed to qualify for particular programs. The presenter responded that adopting the county plan preserves eligibility and that communities may still apply for specific projects through either the county or on their own.

Council action: the resolution was moved, seconded and adopted by voice vote. Officials noted follow-up items include staff reports on NFIP enrollment and potential local projects such as generators or safe rooms if the council wishes to pursue them.
