Public works staff reported four bids received May 6: Parking Lot Maintenance LLC ($322,150), Scribe and Seal ($369,600), Northwest Asphalt Maintenance ($468,001.40) and Vance Brothers LLC ($562,316). Staff said the engineer's packet listed an engineer’s estimate of $6,607,500 and noted the low bid was $285,350 under that estimate; staff recommended awarding to the low responsive bidder and confirmed funds are available in the street fund.
Commissioners asked technical questions about the mastic process versus traditional crack sealing, staffing needs to run municipal crack-sealing equipment and whether a smaller machine would be more practical. Public works staff explained mobilization, traffic control and crew requirements. The motion to award to Parking Lot Maintenance LLC carried by voice vote.
