City staff presented a series of abatement requests and the commission approved nine separate resolutions authorizing city intervention to address blight, debris and safety hazards across Junction City.
Staff described repeated, returned certified notices and lack of owner response at several addresses. For example, staff told commissioners that a notice sent 02/03/2026 for 125 East 12th Street documented indoor furniture, lumber, trash and dead limbs in a fenced backyard and recommended resolution R-3140 to abate. Similar staff reports and recommendations led to approval of R-3141 (136 E Vine St.), R-3142 (139 W 14th St.), R-3143 (504 W 13th St.), R-3144 (705 W 13th St.), R-3145 (712 W 10th St.), R-3146 (734 W 9th St., including emergency board-up), R-3147 (819 W 10th St.), and R-3148 (1408 N Adams St.).
"It is the staff's recommendation to approve resolution R-3140 for corrective action for the location of 125 East 12th Street due to the presence of multiple items," Christopher Schreck said when introducing the first request. Commissioners asked procedural questions about owner notification, mailing addresses, whether properties had active utilities and collection options; staff said certified and regular mailings plus posting to the property were standard practice and that collections or special assessments can be used if costs are not paid.
Each resolution was moved, seconded and carried by voice vote; commissioners did not record roll-call tallies on the floor beyond the verbal aye/nay vote. Staff said they will return owner names and deed information by follow-up when requested and will pursue further code or dangerous/unsafe processes where building conditions warrant.
