Zoning Administrator Dustin Belton presented the S/D-2025-03 preliminary plat (Cano's Addition) and recommended approval. City Attorney Andrew Kovar responded to a commission question about council authority, stating the council "has the right to approve a more restrictive use than what was originally brought to Planning commission." Crista McKay moved to approve the preliminary plat; Josh Gaines seconded. The motion carried 4-0.
Commissioner Richard Wolf also asked ZA Belton to prepare guidance to help commissioners with motion language during plat approvals. The minutes show this as direction to staff to improve clarity in future hearings; no further conditions or contingencies were recorded for the preliminary plat in the minutes.
