Ottawa commission approves notice to exceed revenue-neutral rate, sets Sept. 2 public hearing

The Ottawa City Commission voted July 15 to direct staff to notify Franklin County that the city intends to exceed the revenue-neutral rate for the 2027 budget and to set a public hearing on Sept. 2, 2026 at 7 p.m. at City Hall.

Director Landis recommended publishing a maximum mill rate of 46.136 for notification purposes and explained that publishing a rate does not bind the commission to adopt it. “Publishing that mill rate does not mean that you would adopt that mill rate,” a commissioner reiterated during discussion; Landis noted the notice triggers a countywide mailing to property owners detailing the proposed maximum and the hearing date.

Landis summarized the budget context: the estimated assessed valuation supporting the 2027 budget is just under $164 million; a flat mill rate would generate roughly $315,000 for mill‑supported funds in late 2026, while a 2‑mill increase would generate about $640,000 across funds. Using a $250,000 home as an example, the presentation showed city‑only property taxes of about $1,269 at a flat mill, with about $29 per 1‑mill increase.

The commission approved the resolution by roll call. The clerk recorded votes in favor from Commissioner Skidmore, Commissioner Van Laden, Commissioner Allen and Mayor Pro Tem Crowley; Mayor Clayton was absent. Commissioners and staff emphasized that the publication step is a statutory notice requirement and the final adopted rate will be decided at later hearings.
