City staff presented an overview of the proposed 2027 operating budgets for the electric, water, wastewater and stormwater funds during the Ottawa City Commission meeting on June 17. Utility Director Scott said the budget is organized around four priorities—reliability and resilience; infrastructure rehabilitation and asset management; preparing for growth; and financial stewardship—and that individual projects were chosen to support those strategic priorities.
Scott and finance staff called out several notable figures and projects included in the draft budget: roughly $945,000 proposed for reliability and resilience projects (generator and control upgrades, aerator rebuilds, substation maintenance), about $840,000 for infrastructure rehabilitation and assessment, and a suite of planned capital projects in the electric CIP including system conversion, K‑68 bridge lighting, and river crossing engineering. Staff warned that, with revenues projected to remain relatively flat after the current rate resolution expires in 2027, the gray fund‑balance lines trend downward in later years, and some large projects may need grants or phased financing.
