Committee passes peer/CLEAR-related omnibus changes; veterans-home rules tightened

The committee considered a broad bill (House Bill 1529) that had education provisions removed to accommodate the governor’s concerns. Senator McMahon described the bill as a narrowed successor to last year’s CLEAR Act: it restores sections that could pass executive-office scrutiny while removing subpoena powers and other provisions that drew a veto. McMahon said the revised bill "empowers peers some some new investigative authority" but omits the stronger tools previously proposed.

Committee discussion focused on specific sections that remain in the substitute: fleet management, shared office space, notification of security risk, and provisions affecting the Veterans Home Purchase Board. The peer-related sections were referred to the chair and the committee agreed to the substitute. On veterans issues, the bill revises appointment qualifications to require two board members with mortgage-industry experience and requires ethics training for confirmed members; it also sets interest-rate guardrails and reduces administrative expense allowance to 2% to standardize the law. The committee adopted the substitute and passed the title-sufficient motion.
