A committee member, the bill’s sponsor, described Senate Bill 612 as a two-part measure. "Last year, we passed with no no votes... to allow for interlocal agreements between municipalities and counties to do work on our military installations. What we did this year is we added that the state could do that also," the sponsor said, explaining the provision would let installations use county or state agencies in procurement to save money.
Senator Hobson and other members pressed for clarity about the phrase "installation support services," asking whether it covers only road and infrastructure work or extends further; the sponsor said it was intended to cover services the local entity already performs (paving, dirt work, ditching) and agreed to consult with attorneys to ensure the language is not unlimited. The committee voted to report the bill to the Veterans and Military Affairs Committee.
