The Cherokee County School Board on March 16 approved a resolution authorizing issuance and sale of up to $22,100,000 in general obligation bond series 2026A to refund portions of installment-purchase and revenue bonds and to prepay acquisition/use security obligations.
A finance presenter explained to trustees that current market conditions make the refinancing a no-risk proposition because staff can wait for favorable interest rates. The presenter said the present value of the savings "is over 2%," and described structural benefits including eliminating the need to issue debt twice a year and simplifying reporting related to a nonprofit corporation that had issued prior revenue bonds.
Trustees asked for clarifications about gross and net savings. One trustee asked whether the first series would be paid off in full; the presenter confirmed the payoff option and described estimated savings figures discussed in the packet. Dr. Fitzpatrick and the budget committee recommended the resolution; the board approved the motion unanimously.
The board also delegated practical timing authority to staff and financial advisors to proceed when market conditions are appropriate. According to the presenter, the refunding option would not extend the district’s current short-term payoff schedule, which includes a piece of debt that would otherwise pay off in 2031.
Next steps: staff and the district's financial advisors will continue market monitoring and, if conditions remain favorable, will execute the refunding transaction under the authority granted by the board.
