Dighton board previews possible reassignment of stormwater oversight

The Dighton Board of Health on July 21 discussed whether the town’s stormwater committee should stay under the Board of Health or be reassigned to another body, such as the Board of Selectmen. The town administrator said the committee’s regulations are being revised; much of the language is driven by federal EPA standards and the town’s approach should prioritize efficiency and clear lines of responsibility.
"We're at an inflection point," the town administrator told the board, saying he will bring the topic to the selectmen and consult neighboring towns on how they administer stormwater. He framed the effort as fact-finding, not a request for immediate decisions. Residents and several board members said they want a smoother process and clarity about which body has operational responsibility.
Resident Robert Woods, who has served on stormwater-related efforts for years, urged the board not to dissolve the committee’s work. "I don't want to see the stormwater committee go away," Woods said, noting the committee’s continued contributions. The board agreed to consider options — retaining stormwater under health, moving it to the selectmen, or making it a standalone committee — and asked staff to provide a comparison of responsibilities and efficiencies for upcoming meetings.
