Public works staff told the council water repair truck #69, a roughly 25-year-old vehicle with PTO-driven pumps and a generator, has been out of service for about a month because the electronic control module (ECM) is unavailable locally. Staff reported an ECM was found online and is expected to arrive by the end of the week; if it does not work, staff described options to purchase a late-model replacement on short notice and to finance that purchase through dealer financing.
Council discussed using surplus budgets or the utility's surcharge fund to cover a purchase and asked staff to gather price and financing quotes. Staff emphasized the truck's age and unique upfit complicate a simple enterprise lease replacement; they also noted a recent trade option with a unit described as a 2024 vehicle with roughly 12,000 miles.
