Hasbrouck Heights approves contracts for Kipp Avenue and Burton/Oak Grove road projects

Neglia Group, the borough engineer, reported that the apparent lowest responsible bid for the Kipp Avenue Roadway Improvements — Phase II came from Smith Sondy Asphalt Construction Company at $337,617.01. Mayor Ron Kistner relayed Neglia’s formal recommendation for award; the contract award itself was included on the meeting’s consent agenda and carried. The council also authorized contract action to proceed with Burton Avenue and Oak Grove Avenue Roadway Improvements — Phase II (consent item 162); the motion approved the project award but the contract amount for the Burton/Oak Grove award was not specified in the meeting minutes.
Council members also introduced Bond Ordinance No. 2609 on first reading, which would appropriate $500,000 for Kipp Avenue Phase II and authorize the issuance of bonds and bond anticipation notes. The ordinance was passed on first reading and scheduled for public hearing on July 14, 2026. The borough’s engineer said the scope includes milling and resurfacing, ADA curb ramps, striping and spot curb/sidewalk repairs.
Neglia’s report noted the Kipp Avenue Phase II work is partly funded by a FY2025 NJDOT grant of $228,060; the recommendation and ordinance together move the borough to finalize a contract award and proceed toward construction.
