City hears plan to update sewer system; consultant estimates $200,000

Devin Jackson of Jackson Civil Engineering told the council the firm's rate study and asset inventory outline how sewer rates should evolve and recommended the city complete a General Sewer Plan to guide capital work and permitting. He said the plan would cost "approximately $200,000," must be publicly advertised as an RFQ, and would establish work the city should complete over the next several years.
The presentation included a recommendation to update the plan because, Jackson said, the state is "moving away from grants," increasing the need for local rate-setting and project prioritization. Councilmember Mary Helms asked Jackson to email the presentation to councilmembers; Jackson agreed. The record notes the General Sewer Plan presentation was informational only and did not require approval at the Jan. 27 meeting.
The Planning Department and city administration will next outline procurement steps and possible funding approaches for the project so the council can consider a scope and budget in a future meeting.
