Council approves $40,000 contract to implement HEAR grant

The council approved a professional services agreement to help implement the city's HEAR grant, a Department of Commerce award the city described as "a little over $500,000" to fund a project manager position and a rebate program. The services agreement before council was for $40,000 and will be paid from the grant funds.
City Manager Albert Tripp explained the contract is intended to enable grant implementation while the city finishes recruiting a full-time project manager: "To date, we have 1 candidate...this candidate can't start until, I think, it's April or May of this year. But in the meantime, we're still charged and responsible with implementing the HEAR grant. So what we're trying to do is to find a way to move forward with implementation of this grant and, thus, the professional service agreement you see before you tonight." Council approved the agreement on a motion.
Staff said the consultant work would be paid through the grant and is meant to bridge staffing until the hired project manager starts; the council approved the related motion unanimously.
