Council approves transfer of Zipley Fiber franchise to BCE Holding for $5,000 administrative fee

City Manager Albert Tripp asked the council to authorize a transfer of the franchise agreement that the city entered into with Zipley Fiber in March 2024. Tripp said Zipley requested in December to transfer the franchise to BCE Holding and that staff had negotiated contract language to preserve council approval authority for such transfers.
Tripp said Zipley provided $5,000 to cover administrative costs associated with the transfer. The council moved and approved the transfer by a 5–1 vote.
Tripp told council the transfer process had been addressed in the original negotiations to ensure the city retained oversight rather than the state utility commission automatically deciding transfers.
