Airway Heights approves overhaul of code-compliance procedures, new penalty chapter

The Airway Heights City Council voted unanimously to repeal and replace Chapter 14.07 of the municipal code and to adopt a new Chapter 1.16 establishing updated penalties tied to voluntary compliance for development-standard violations.
Planner Troutman, who briefed the public hearing on the topic, said the changes formalize new enforcement procedures that emphasize voluntary compliance and clear timelines. "This is predominantly involved in repealing the existing chapter 14.07 and replacing it with a new chapter that specifically identifies how we do a notice of correction...as well as timelines and who within the city is acting on behalf of the departments for code compliance," Troutman said. She explained the approach separates advisory notices from notices of violation and clarifies which departments act on specific compliance issues.
Troutman also told the council that the penalty chapter is designed to be used only after voluntary steps fail and that criminal or police-handled matters would still go through appropriate criminal processes. The council suspended its rules to allow first-reading passage at the same meeting and voted to adopt both ordinances on first reading.
