Council transmits land-capacity analysis showing local housing capacity below county assignment

Planning Director Ethel Troutman briefed the council on the city’s land-capacity analysis Thursday, describing it as the first step toward the 2026 comprehensive plan periodic update required by the state.
Troutman said Spokane County and the Department of Commerce provided guidance and that the city was assigned population growth of 6,665 people for 2023–2046 and a housing assignment of just under 4,000 units. “Based on available land and our missing-middle assumptions, our unit capacity is about 1,644 and a population of about 4,176,” she said.
Troutman asked the chair to sign a letter formally transmitting the report to the steering committee of elected officials; the council approved the transmittal unanimously. Troutman noted peer review by neighboring planning departments had confirmed the analysis as a formal submittal step rather than a policy decision by the steering committee.
The action advances the city’s compliance with the state-mandated periodic update process and begins a multijurisdictional review that will inform the 2026 comprehensive plan update.
