Nooksack declares local emergency after flooding; council suspends building fees and coordinates recovery

Mayor Kevin Hester and the Nooksack City Council adopted a Proclamation of Emergency on Dec. 15 after reports of widespread flood damage and moved to suspend building permit fees for properties impacted by the storm. Guest John Perry, mayor of Everson and reconstruction lead for the Whatcom Long Term Recovery Group, told the council the regional tally was about 680 impacted homes, including 86 in Nooksack, roughly 150 in Everson and several hundreds in Sumas.
Perry said recovery partners — including BP teams and Washington Department of Natural Resources staff — were collecting data and coordinating response; he compared the event to the 2021 flood but said impacts varied by neighborhood. The council also approved Executive Order #1/2025 to waive building fees for affected properties; permits tied to those waivers will reference Incident Number 25-4783 "December 2025 Winter Weather." Councilmembers moved and seconded the measures and the motions were carried.
