The Nooksack City Council granted final plat approval on Sept. 2, 2025 to Big Rock LLC for Big Rock Plat Division 2, subject to a series of conditions set out by staff. City Planner Rollin Harper recommended approval conditioned on developer completion of items in the Sehome Planning memorandum, including Public Works punch-list items, required revisions to As-built drawings, posting a maintenance bond in a form acceptable to the city, payment of outstanding fees, council-approved street names, and preparation of a draft deed to transfer ownership of Tract C to the city.
Public Works Director Todd Daniels identified an address correction on the drawings that he and Planner Rollin Harper said they will address Friday morning. Mayor Kevin Hester asked about Tract A and whether the city had a right-of-way option or deed; staff said they would discuss Tract A with Big Rock LLC. Councilmember Marshall Judy moved to approve final plat subject to completion of the listed conditions prior to the mayor signing the recordable document; Councilmember Dave Finet seconded the motion and it carried.
The approval is conditional: the city will not sign the final recordable documents until the developer completes the listed items to the satisfaction of city staff. That includes any final revisions the Public Works Director requires and the drafting of a deed for Tract C.
