The new process would require applicants that generate 10 or more net new weekday AM or PM peak‑hour vehicle trips to apply TDM strategies; if the proposed TDM plan does not reduce trips by 50% the applicant would then prepare a full TIS when thresholds are met.
"If it's between 10 and 24, you still do the Transportation Demand Management strategies, but above 25 is where you would do the full TIS," consultant Jeremy explained during a commissioner Q&A. City Engineer John Robertson and planner staff said a scoping memo prepared early in the process will establish trip generation estimates and identify whether a project meets table‑1 de‑minimis thresholds that exempt small‑scale projects.
Commissioners asked whether small storefront conversions could unintentionally trigger TDM requirements; staff and the consultant clarified the test is based on net change in peak‑hour trips and a de‑minimis table will let smaller projects know at a glance whether they qualify. The commission voted to forward a positive recommendation to city council so the ordinance language and toolbox can be finalized and adopted.
